In this scpecific scenario the Bill Cylec Day on Billing Account is set as 30. Hence, when Start Date = 2018-09-30, the invoice billing period is a single period of 6 months, where when Start Date is != 2018-09-30 the invoice billing period is split into two periods, hence causing difference in the TCV.

This is due to the account's Bill Cycle Date is set to 30. The proration causes the TCVs to be slightly different.

The solution is to set Bill Cycle Day to AutoSet. If the user does not have AutoSet enabled, they need to adjust BOTH quote's Bill Cycle Day and Start Date accordingly.
