Payment Retry System - Do Not Retry for Hard Decline

When working with the Vantiv payment processor, they have two types of decline types: hard decline (ex. Account Closed) and soft decline (ex. Insufficient Funds). It is inefficient for the system to retry the payment when a 'hard decline' is experienced.


The payment retry settings should include an option like 'do not retry hard decline failures'.
