Feature Request: Add the ability to apply Tax exempt based on tax rate and not just account level

Status: Currently being reviewed by our Product Management

Business Need: Currently Zuora tax exempt only applys on Account level, but can not be applied to account with tax exempt on specific tax rate. Customer wants to apply tax exemption on a  per tax rate basis- not for all tax levels.
