Why unable to generate security token for SF User?

In a specific scenario, user was unable to set SF user crdentials in Zuora tenant for 360 sync in Commerce settings, as unable to generate security token in SF for the user.

In Salesforce -> My Settings -> Personal there was no option of: Reset My Security Token

 

Please below SF article and remove IP ranges from User's Profile:

 

In SF goto -> Setup -> Manage Users -> Profiles -> Login IP Ranges

Verify if IP Restrictions are added to the Login IP Ranges
If there are any IP range values defined then Reset My Security Token option will not be available.
In order for the option Reset My Security Token to appear you will need to first either remove the Login IP Ranges or change the user to a profile that does not have any Login IP Ranges listed.

Another workaround is to split your password into two phrases and enter them into Password and Security Token fields, respectively. For example, let's say your password is 'Welcome2019'. You can set Password = 'Welcome' and Security Token = '2019' (or any two combinations that make up 'Welcome2019').
