1. Navigate to Billing Settings - Define Billing Rules. The first rule is "Enable credit back for removing or canceling one time charges?" is expected to be Yes.

 

2. Note that the service period of one time charge is just one day. For example, the One-Time Charge is effective day is 11/07/2018. When apply a remove product amendment, you will need to set the effective day to 11/07/2018. This date will cover the one time charge's effectivity, thus it will credit back properly.
