Feature Request: Ability to control user deactivation email from being sent to all admin users.

Business Need: Not all admins within a tenant will need to know a user has been deactivated. Whenever a user account is deactivated all admins get an email notification stating the user account has been deactivated. Proposed Solution: When deactivating an account a pop up message shows who will receive the deactivation email, and the user deactivating the account can pick and choose which users will get the notice.
