Problem:

 

Following error was encountered during ZQuote upgrade to 9.2.1 from ZQuote 8.10

 

"1. (Zuora_Quotes_End_User) The user license doesn't allow Assigned Apps
Zuora_Quotes_End_User: The user license doesn't allow Assigned Apps"

Solution:

 

Based on working with Salesforce, it was identified that the  subscriber org had the "Zuora Quotes End User" Permission Set assigned to Community licensed users. As Community licensed users don't allow App assignment and the upgrade is attempting to add an App, the error was thrown.

 

The problem was resolved after removing  the "Zuora Quotes End User" Permission Set from all users with a Community Profile/License.
