Unable to set Quote RatePlanCharge quantity to 0. An error message states that it can not be 0 value

Question or Problem Statement:
Unable to set Quote RatePlanCharge quantity to 0. An error message states that it can not be 0 value. The product rate plan is a Volume based charge.
This is unexpected since the product in Zuora UI has been configured to range from "0-10 units" for example. However when adjusting this in SFDC quotes, I am unable to adjust this to 0.

 

The error is:
Quantity exceeds the charge's min quantity 1

Solution:
1).Set the Tier From QTY as "0".
2).Sync this charge to SFDC.
3).Create a quote then add this this charge, set QTY as 0.
