We have to check in salesforce if the Sync user profile has "Customize Application" system permission enabled.

In Salesforce org check the "Customize Application” has enabled or not under the  Administrative permissions of the sync user Profile, If is not enabled kindly enable it and verify whether RTS is Working

After enabling this Permission and still RTS is not triggered, then file a support case to Zuora https://support.zuora.com/requests/new
