Problem
When creating a quote, the Tax Exempt dropdown list does not have any option to select.
How do I add selections to this field?

It appears that Tax Exempt choices are not available to your quote's record type. This can be fixed by doing the following steps:
- Go to Setup > Create > Objects > Quote
- Click on Tax Exempt field
- Under Picklist Value Set section, delete all choices
- Click on New button to recreate these values one at a time
- Make sure that you mark the choice available for all quote record types.
