The exception is thrown when Zuora finds rate plans with 'Billing Period' configured as 'Specific Weeks' or 'Specific Months' but with empty 'Specific Billing Period'. One can run a report to identify the rate plans with filters like this:
Note that Zuora UI does error checking and prevents a rate plan configured like that from being saved. But the mis-configured rate plan can be in Zuora if imported through other means.
