When the System Admin user sends the Quote to Zuora ENTITY_IS_LOCKED error is not appearing, only for the Finance users (Custom profile) facing the error while sending the quote to Zuora.

To solve this error, you can provide the "Modify All' permission to the Finance user profile for the quote object in Salesforce and try sending the quote to Zuora.
SFDC setup> Profiles>Object Settings>Quote>Provide “Modify All” permission to the Quote object
