Monthly usage billing rate plan with annual thresholds

Example calculation:

12 Month thresholds

1: 0-500: 3,5%
2. 501-1.000: 3,0%
3: 1.001-3.000: 2,5%
4: 3.001-5.000: 2,0%
5: 5.000- xxx: 1,5%

Usage:

Month 1: 400 = 400*3,5% = 14
Month 2: 100 = 100*3,5% = 3,5
Month 3: 600 = 500*3% + 100*2,5% =17,5

We would prefer a solution with tiered and volume pricing
