Why the usage Overage Pricing records are not picked up by the BillRun?

I have a few Overage Pricing usage records are not picked up by the BillRun, why?

Solution:
Since it is Overage Pricing charge mode (Post Pay), the BR target date should be out of the billing period.The BillRun target date must fall on the Bill Cycle Date(BCD). Here is the testing:

 

 

Account BCD ---> 1st of the month

1 Month subscription.

Usage:

Result:

BR target date 06/30/2016 ---> Usage cannot be picked up, 0 Invoice
BR target date 07/01/2016 ---> Usage was picked up
 
Change Account BCD ---> 15 of the month
BR target date 07/01/2016 ---> Usage cannot be picked up, 0 Invoice
BR target date 07/15/2016 ---> Usage was picked up
