Please check the below settings in Zuora tenant if callout retry is configured as below: 

 

i. Settings -> Billing Settings -> Setup Profiles, Notifications and Email Templates -> Callout Options

ii. Now check if callout retry flag is enabled at individual callout level.

 

Settings -> Billing Settings -> Setup Profiles, Notifications and Email Templates ->Notifications

 

Goto individual Notification and check the retry flag
