We have activated a callout ( with retry option configured ) on payment declined and when this event happened a callout was generated
the Callout receive a 'FAIL' response and we don't observe any Callout retry later.

The callout FAIL with a response code '201' and we do not do a retry when we receive this response.
We will process callout retry when the Callout response code is 403, 408, 1xx, 5xx, or negative value.
We do not retry every callout without a response code of 200 is to avoid duplicate callout notification in some use cases.
