Scenario:
We have uploaded usage for a subscription but it is not present on the next invoice even though all the other charges are, and the usage record's status still says "Pending Process".

Solution:
Compared to "regular" recurring charges, usage charges are handled differently.

Zuora's usage rating process has always followed a rating schedule that is tied to the billing period defined in the usage charge. The scheduler waits until the end of the usage charge's billing period before it picks up and rates the usage for billing. For example, a customer with a bill cycle day set to the 1st of the month can be billed for April’s monthly usage charge on May 1st.

Let's see a specific example for the above:
- We have a customer who has the Bill Cycle Day set to the 3rd on the Customer Account screen.
- The customer has a Subscription starting on the 5th of September, containing one recurring and one usage charge.
- We have uploaded usage with a start date also set to the 5th of September

If we'd create a Bill Run with the target date set to 09/05/2015 (or any other date before 10/03/2015), it would only contain the (prorated) recurring charge, but not the usage charge even though it should be effective from 09/05/2015 as well:

However if we set the target date to the first day of the NEXT billing period (10/03/2015), the usage record will be processed properly.

If the goal is to process usage records immediately and not only at the start of the next billing period, the setting "Usage Records Rating Option" needs to be set to On Demand.

PLEASE NOTE, even though the 09/05/2015 recurring charge would be picked up by a Bill Run that has it's target date set to 09/05/2015, the On Demand usage charge still works differently and will be picked up only by a 09/06/2015 target date.
