Response: In this scenario the subscription was created with a Contract effective date of 04/12/2017, and the customer was billing usage for service period dates of 04/01/2017 - 04/31/2017 with a May 1, 2017 bill date.
Since the usage service period start date was 04/01/2017, but the subscription contact effective start date was 04/12/2017, so the usage was not picked up. The usage service period date cannot start before the subscription effective date.
When the customer changed the usage start date to 04/12/2017, the usage was picked up.
