When customer is tax exempt Zuora should not call Avalara to validate address.
We have a use case where we have reseller accounts that are tax exempt that just exist as "booking/invoicing" accounts for revenue calcualted outside of Zuora. These accounts are marked tax exempt and do not have valid addresses. Despite this, Zuora still fails invoicing for these accounts because Avalara was unable to validate the address. This shouldn't happen as there is no need to call Avalara if the customer is tax exempt.
