Pass the remarks of a payment failure back through the API for GlobalCollect gateway

The default failure response for a GlobalCollect charge is the rejection code and "Not Authorised".  The detailed rejection remark is available in GlobalCollect's payment console. Can the integration with the GlobalCollect gateway be enhanced to pass the specific remark back to Zuora and shown to the Zuora UI and through the Zuora api?  This is similar to how failure remarks are returned for Chase failures.

This update supports the following 

  1. Provide sales reps taking CC payments through Salesforce with details of why the card was denied
  2. Trigger more specific error responses in the online purchase path
