Better Usage Import Errors for CSV files
When importing usage via the UI and REST API, if using a CSV which has not been formatted in "Windows Comma Separate (.csv)" the import fails and the import notification email will show a NullPointerException error. In the REST API, you will actually receive a "success" => true response. It would be helpful to understand more about the NullPointerException by checking to see that the parsing step failed via the UI and API and returning the proper error e.g. for the REST API it should return a "success" => false response with a descriptive reason.
