Feature Request: Allow ability to delete Posted bill run without invices

Business Need: There are some Posted Bill Runs without invoices that customer would like to delete, but for data integrity and consistency purposes, it is not allowed in Zuora currently. In addition, those posted bill runs without invoices are blocking customers from deleting the last amendment or subscriptions whose billing segment has been closed by this bill run.

Completed bill runs that do not produce invoices can be canceled and then deleted.
