Cannot add new user to Zuora account for SSO

Question: Why can't I create a user within  my Zuora account?  I'm getting the below error even though that user doesn't exist on my account

 

The username 'xxxx@zuora.com' already exists. Please use a different username.

Answer: SSO is a one to one relationship.   You can only have 1 user id per sandbox or production environment.  In your case, there is another account out there that has the same user id you are trying to create.
