Why does a Windows login dialog appear when user tries to access HPM page

I have a user running IE11 and when they try to enter their payment info on the HPM page, they are presented with a Windows Security login dialog which says, "Ther server api.zuora.com is asking for your user name and password. The server reports that it is from Zuora API".

 

 

Very odd behavior. We've tested on IE11 for almost 2 years and not seen this behavior. It smacks of network/proxy server issues but I was wondering if anyone else has seen this and can shed light as to why it happens?
